It’s a tiny dam called “Dushantzi”, located here >> https://goo.gl/maps/PoRURSjHs9y. As for what the building is, good question. A mini space ship? 😉
Jokes aside, it’s a water intake tower. It controls the water supply to the hydroelectric station. See, not as fun as a space ship!

We could probably find some interesting symbolism if we went looking – but sometimes, as you say, it’s nice just to enjoy one of those beautiful serene moments that are so rare in the world.
